My 180 size empire is getting -8% defense army damage due to empire size, which makes it look like you can get to -100% damage pretty quickly. Normal empires don't get this negative effect, just Sovereign Guardianship empires..

Militarist requirement for Sovereign Guardianship makes no sense. It would make for a perfect combo with Inward Perfection, or I'd argue it fits better with Pacifist than Militarist.
