The event is called unexpected mineral seams. You need to basically keep digging until you hit the fiery crystals. At that point you have one more chance to play it safe otherwise the gigantic crystal boss will happen regardless of what you choose. Being greedy (digging even deeper instead of playing it safe) will make it spawn faster but when you finish the event the reward is bigger.

At least before 2.2 you could make those buildings that use lots of energy to make minerals. Build more mining districts or build fewer specialist jobs that require minerals.
