The higher your wealth, the harder the purge. They can be pretty glitchy and sometimes can't find an area to place their siege camp.It's needs to go up faster if you dont log on for a day not drop. Lot of people dont play but leave their large base around and just log on once a week to refresh the timer.His purge meter is probably empty if he just joined the game, and as long as he's not in the same clan as you the purge won't target you or your base.
