Angle cylinders will not extend/retract manually. Plow off truck, hoses off (had to replace them) 'A' frame for leverage, angle cylinders would not move. 'A' frame moves fine with cylinders off. It's been tried here on Plow Site before and the variance between areas was pretty surprising. I mostly use a variation of the Per Push / Per Inch and offer a price for plowing anything up to 12". Disconnect the Western harness plug from the truck low beam light plug and flip it over. Do the same with the high beam. Wipe off the box real good and then check. It sounds like the upper valve is leaking and it makes it look like the cap is over full because it leaks down the side and right on to the cap. Replace the O ring that seals the valve. This is a common problem.That will angle the plow left and right. You will then need a three position rocker switch. That will be wired to power and then the two wires come off the valve. When your rocker is in position one you will activate one wing.
