The look out sir rule means he can be targetted even if he isn't the closest model. The limit on hit modifiers means he only has a -1 to hit if on terrain, not a minus 2 like in 8E. More terrain also makes it tough to draw a bead on your target.There's nothing wrong in playing casual, but competitive 40k works like any other game with fixed rules known to mankind.
